SIM Activation Issue

After arriving in Australia, an international student tried to activate the SIM card they had already bought before departure. Instead of connecting to the network, the activation failed. They wanted to message their family, use Google Maps and contact their airport pickup, but they had no mobile data during the first moments after landing.
What This Case Covers
This case is about:
  • A student who purchased an Australian SIM before departure.
  • A SIM activation failure after arriving in Australia.
  • Being unable to message family, use maps, receive OTPs, or contact airport support.
  • Why it is important to prepare a backup internet plan before arrival.

What happened?

Before flying to Australia, the student purchased an Australian prepaid SIM, expecting it to work as soon as they landed.

After arriving, they turned off Flight Mode and tried to activate the SIM, but the activation failed and the phone could not connect to the network.

Without mobile data, the student could not send a message to their family, check their airport pickup details, use Google Maps, or contact their accommodation.

The student initially assumed that buying a SIM before travelling meant it would be ready to use immediately. However, they later discovered that most Australian prepaid SIMs require identity verification before activation. According to ACMA, mobile providers must verify a customer’s identity before activating prepaid mobile services.

After completing immigration, baggage collection, customs, the student connected to the airport’s free Wi-Fi, contacted their family, and completed the SIM activation using their passport details. Melbourne Airport, for example, provides free public Wi-Fi, although the service is not encrypted.

Why the SIM Didn’t Work

The main problem is:
  • Buying a SIM before departure does not guarantee it will work immediately after arrival.
  • Identity verification may still be required before the SIM can be activated.
  • Without mobile data, students may not be able to contact family, use maps, book transport, or receive OTPs.
  • Airport Wi-Fi can provide temporary internet access, but it should not be your only backup plan.
  • Delayed communication may cause unnecessary concern for family members waiting to hear that you have arrived safely.
